Brightness And Contrast

Why can I adjust Brightness, Contrast, and a few others in Legacy with the dial, but not with the sliders? For the sliders, these are only available in creating new layers, and every time you move them a new layer is formed. This is insane. With the legacy versions the artist can decide how they want to do these adjustments.
